演讲嘉宾：菲律宾通信部助理部长 EDWIN LIGOT

Steam engine, electricity and information technology are
the features of the first, second and third industrial revolution
respectively. Right now, the world is experiencing the fourth
industrial revolution, which significant feature is digital
technology, such as artificial intelligence, robots, machine
learning and industrial internet of things (IoT), changing the
ways of people’s living and working.

At the 2023 Global Optical Fiber and Cable Conference,
Edwin Ligot, Assistant Secretary for Digital Transformation
Department of Information and Communications Technology
of Philippines, has delivered a speech which title is “ICT
for Development”, introducing the current situation and
development of ICT in the Philippines and sharing the vision of
digital technology in the fourth industrial revolution.
Here are the key points of the speech:

Government network must support data transfer and
sharing. There are four types of data transfer, quality data
transfer, high-speed data aggregation and processing, end to
end connection and multi-network interconnection.
Quality data transfer must be established. The key point
of quality data transfer is IOC, where controls the flows of
management, operation and publicity. Next is high-speed
data aggregation and processing, Philippines is seeking
technologies of fiber. Fast internet could be the big sharing,
and for multi-network interconnection situation, there’s a policy
that actually shared the data.
